It isn't very easy to use, but there is a spot where citizens can comment on rules and regulations here in the US before they go into effect.

The first obstacle is knowing what is being proposed. If you go to http://www.regulations.gov/fdmspublic/component/main you will find access to all documents open (and even closed) to public comment. You can find documents by the agency posting the document, by major categories, by date, and a variety of other ways. Keep in mind that which agency sets rules over a particular area such as telecommunications may not be as straight forward as one would wish.

I don't believe there are any rules against comments from anyone, US citizen or not, but I would suspect that those responsible for reading and considering comments are subject to a "MYOB" prejudice in many instances.

The FCC is currently taking comments on Wireless E911 Location Accuracy Requirements; E911 Requirements for IP-Enabled Service Providers; Parties Asked To Refresh Record Regarding Promotion of Competitive Networks in Local Telecommunications Markets; Carriage of Digital Television Broadcast Signals: Amendment to Part 76 of the Commissions Rules. It has published Customer Proprietary Network Information rules.

While I consider myself a student of this industry, rather than a true professional, and therefore under-qualified to comment on such things, I feel it is important to know what our elected officials are thinking about regarding our livelihoods. Besides, that site no doubt has topics that I actually can comment on... :P

Can anyone tell me where can i find the exact market share details of all the telcom players of different verticals (ISP,CSP,N/W INtegrators etc) of US & Europe along with regulators perspective for each.

you can find the no . of subscribers of service provider on wikipedia..just search telecom network operator....
