The first question that jumps to mind is just what do you mean when you say billboard? Are you thinking of the blank panels along highways that you can rent and cover with your specific printed or painted ad (image, text, possible simple animation element)? How about the 3 panel changing display billboards (same as the first, but with the big panel divided into rotating triangle vertical sections so that one of three possible messages is displayed at any given time)? Or are you thinking of a large scale video display? How about inside versus outside spaces? What about the dasher board ad space used in arena sports (hockey, indoor soccer) or in front of stadium seating (outdoor arenas)? How about the scrolling text signs - a variation on the old stock ticker boards?
Next is the question of management. How far do you want to manage which ever type or types of billboard you are thinking about? Managing the space rental versus managing the space and content versus managing space, content, and dynamic messaging are very different needs. Software expertise in one of these does not indicate anything about expertise in the others.
A more active approach to the billboard displays adds a communications requirement as well. Are you looking at this as part of the requirement, and if so are you looking at integration or single source complete solutions?
There is also the question of perspective. What a marketing department needs to manage their use of billboards as part of an advertising campaign is different than what a firm providing billboard space of any flavor will need. So, are you managing as a user or a provider?
Without a lot more detail, even someone with experience using several types will be limited in how to respond, and the rest of us wary about discussing this at all.
Or so I suspect, having painted my share of billboards along Interstate 35 in Texas.
